The Indian Institute of Technology (IIT) Bombay on Sunday extended support for the Union Government’s decision to temporarily block access to the messaging platform, Telegram, across India, terming the move ‘ a necessary measure’ to avert exam-related fraud ahead of the NEET UG 2026 re-examination. 

Notably, the Centre had imposed a temporary ban on the app on June 16, which shall remain in place until June 22, 2026. The ban was imposed following recommendations from the National Testing Agency (NTA). Authorities maintained that the action is aimed at disrupting the propagation of fake question papers, misinformation campaigns and organised cheating networks targeting medical aspirants. 

IIT Bombay sheds light on global concerns

IIT Bombay, in a statement shared on social media, welcomed the Centre’s decision and linked it to broader concerns regarding the misuse of encrypted communication platforms by criminal organisations. 

As per the institute, the temporary block is aimed at shielding NEET UG aspirants from fraudulent schemes, including the circulation of purported ‘leaked’ exam papers designed to exploit anxious students and their families. 

It also drew attention to a report published by the United Nations Office on Drugs and Crime (UNODC) in April 2025. The report, titled 'Inflection Point: Global Implications of Scam Centres, Underground Banking and Illicit Online Marketplaces in Southeast Asia.’ examined the growing role of digital platforms in facilitating a string of illegal activities. 

UN Report flags emerging threats

Citing the UNODC report, IIT Bombay noted that Telegram has increasingly been referenced in investigations involving online fraud, money laundering, human trafficking and the sale of illicit services. 

The institute pointed out that India is among the countries affected by transnational cybercrime networks operating across borders. It added that the findings have intensified global discussions on the responsibilities of digital platforms in preventing criminal misuse and ramping up safeguards against organised cyber-crime. 

According to the institute, the report underlines the need for technology companies and regulators to work together to address evolving digital threats while protecting legitimate users.
